It’s one of those annoying enemies from Nier Automata, kill it.
I’d be more concerned about how excited it seems to be.
Hit by a car and the rebar that held it into the base concrete has been yanked partway out, leaving what looks like “legs.”
It’s just strong rebar that is all mangled from a vehicle hitting it.
