30mph on a pedal bicycle is very very difficult to keep and maintain. Even on a road bike designed to fast on pavement, breaking 20mph sustained on a flat road requires you to be extremely fit and streamlined.
I don’t think this is in any way comparable to an ebike where anyone can jump on and break 20 with no issues.
