Does he mean the US Customs Office? The C in CBP?

The Customs Office that already collects tarrifs? That publishes a Harmonized Tarrif Schedule alongside the US International Trade Commission to facilitate smooth international trade?

So, like, THAT kind of thing? What a novel idea!

Know what else sounds like a good idea? Knowing how the government you already RAN for 4 years works.

I would say that tariffs are still internal since they are paid by American companies when they import goods.

Sure you would say that, because you’re not an idiot. The Trump supporters will happily accept that the external revenue service collects money from external countries because they’re idiots.

This is the part many people fail to grasp about corporate taxes, tariffs, and fees in general. The corporations are just tax collectors for the added burden on the general public. There’s no altruistic integrity going on in the corporate world that says, “we shouldn’t pass this cost on to the consumer, we have to pay our fair share.” Shouting about raising taxes on corporations is begging for consumers to pay more taxes.

I think we’re just testing the old adage that a lie told often enough becomes the truth.

How many lies does it take to get to the center of a reality pop?

“Trump said” and “Trump plans” are two very different things, The Hill.
