The screenshot you are showing is Wan Chai Residential District(https://en.m.wikipedia.org/wiki/Wan_Chai), not Wan Chai Administrative District (https://en.m.wikipedia.org/wiki/Wan_Chai_District). This is Wan Chai District (the red dotted area):
