The optimist in me thinks those 83 want them to have a seat so they can keep conversation open and help them be more self aware on what they are doing

Everyone is flawed, country’s included. We can keep each other in check, just like in any social dynamic. Those who willingly and purposefully break the rules though, there is a special place for those.
